“…Before(Citizenship and Immigration Canada)can undertake to fund any new pilots to deliver settlement programming through the media, a more thorough study needs to be done to ascertain what already exists, specifically in an Ontario context, and what programming gaps there may be in order to make more well-formed decisions of how CIC can move forward in this area.”
