"We spent months -- starting in 2007 and continuing through 2008 -- investigating the province's decision to 'devolve' its child-welfare system without the resources to do the job well. Our work resulted in legislative change, but it took its toll on the journalists involved and the paper. We have been called racist for daring to question the status quo."
